- 1. Chop the chipped beef and set aside
2. In a skillet, melt the butter
3. Whisk the flour into the butter to combine well, continue to stir and cook for 1 to 2 minutes
4. Slowly add the milk to the skillet whisking the entire time to blend well
5. Whisk in the heavy cream and the Black pepper
6. Stir until the sauce begins to thicken
7. Add in the chopped chipped beef and stir to combine
8. Simmer for 3 minutes
9. Serve over bread that has been toasted
