1. In a Wok or large skillet, add the oil and heat over medium high heat
2. Saute the garlic for 15 seconds
3. Crumble and add the ground beef to the skillet
4. Cook until the beef is no longer pink
5. Drain the grease from the skillet
6. Add the bell pepper and the cabbage to the skillet
7. Cook until the vegetables are tender
8. Mix the cornstarch and water in a small dish
9. Add the soy sauce and pepper
10. Add to the meat mixture and stir until the sauce thickens
11. Serve with your choice of side dish and enjoy!
